The right to the protection of personal data as a fundamental right in the European space, guaranteed by Article 8 of the Charter of Fundamental Rights of the European Union, a legal instrument that became mandatory with the entry into force of the Treaty of Lisbon, is one of the basic pillars of contemporary society in the context of the digital age and the globalization of the information circuit.

Becoming a full member of the European Union, Romania has entered a stage that involves the preparation and adoption of the necessary measures for joining  Schengen area.  The contribution of the The General Inspectorate of the Romanian Policeto the national effort in order to join the Schengen area and to align Romania to the European and International standards in the reference field, implies raising awareness of the importance and implications of this phenomenon at the level of its entire staff.

In order to ensure the level of training in the field of personal data protection, in 2010 data protection officers were appointed at the level of all data controllers within the Romanian Police.

At the level of the General Inspectorate of the Romanian Police, starting with 2012, the Personal Data Protection Unit operates, directly subordinated to the Inspector General of the Romanian Police .

Thus,important steps have been taken in terms of establishing a unified way of working regarding the processing of personal data in accordance with the applicable regulatory framework and ensuring/fulfilling the minimum security requirements for the processed data.

From the point of view of human resources, the Romanian Police enjoys a well-trained network and team of specialists, both from a legal and technical point of view, able to adapt to the new regulations and developments in the field of reference.

The Personal Data Protection Department performs the following general duties:

- provides assistance to the management and staff of the General Inspectorate in matters involving the activity in the field of personal data protection;

- develops working procedures specific to the field of personal data protection;

-  participates in the development of draft normative acts with implications in the field of data protection (orders, instructions, regulations, provisions etc.) and draws up points of view on the normative acts received for consultation;

- carries out activities to increase the level of awareness and accountability among the staff of the General Inspectorate, regarding the processing rules and norms for the protection of personal data;

- resolves requests made by data subjects regarding the processing carried out by the General Inspectorate and those made by data subjects based on the legislation on the organization and functioning of the National Alerts Information System and Romania's participation in the Schengen Information System;

- carries out activities to control and monitor the application of legal norms in the field of personal data protection;

- identifies, monitors the risk factors that generate or favor personal data security breaches and proposes measures to mitigate /eliminate them;

-carries out specific activities regarding the investigation of personal data security breaches at the level of the General Inspectorate;

- formulates points of view at the request of data controllers within the Romanian Police regarding the application of legislation in the field of personal data protection;

- cooperates at inter-institutional level with the National Supervisory Authority for the Processing of Personal Data, and at central level with representatives of the Office of the Personal Data Protection Officer within the Ministry of Internal Affairs and acts as a contact point for the National Supervisory Authority for the Processing of Personal Data
